If a message passes source IP inspection, its sent to spam filtering. By default, the EOP rejects spam based on the reputation of the source email server. Junk email is spam, which are unsolicited and universally unwanted messages (when identified correctly). Mac mail will not download new o365 email I have this issue in the last few weeks where Mac Mail no longer reliably pulls down new email from O365.
